
To organize a cycling race on the road, a specific authorization is required, which is issued according to the provisions of Article 9 of the Highway Code. An article that is quite well-known and debated, both for its periodic updates, with the latest being Law 58 of 9.4.25, and because further modifications are being proposed within the Highway Code reform, whose parliamentary process is expected to be completed by the end of the year. Modifications that are aimed at ensuring greater safety in cycling races or simplifying bureaucratic requirements.
But, in the midst of all this, how many know how authorizations have been issued over time? Or, to understand what else to do, can it be helpful to know what has been done previously? Probably yes, it can be useful, both for those who study this topic and for those who reference it in training courses.
Hence Silvano Antonelli's idea to conduct an unprecedented research on how cycling races have been authorized over time, from the late 19th century to our times.
A research, a small history, made available free of charge for educational and training purposes, perhaps even as a stimulus for further insights that could improve and complete it.
The work, 16 pages in total, is divided into four chapters: "The Late 19th Century", "The Early 1900s", "From Post-War to the 1990s", "2000s, the Turning Point for Safety".
