The Union Cycliste Internationale announces that the Azerbaijani rider Artyom Proskuryakov has been sanctioned with a period of ineligibility of three years following a violation of the Anti-Doping Regulations for the presence of Methamphetamine (D-) and its metabolites* in two samples collected - following intelligence-based tests - during the 2025 UCI Road World Championships (Junior Men's Road Race) on September 23, 2025.
In accordance with the World Anti-Doping Code (Code) and UCI Anti-Doping Rules (UCI ADR), the period of inadmissibility began on November 18, 2025, and is valid until November 17, 2028.
The case was resolved through acceptance of the consequences provided by the Code and UCI ADR. The UCI will not comment further.
The UCI delegated its anti-doping program to the International Testing Agency (ITA) in January 2021, maintaining the management of results and prosecution for anti-doping rule violations. Since then, the clean sport efforts of cycling have been guided by the ITA Cycling Unit, specifically dedicated to all cycling disciplines. The UCI and ITA are bound by a service agreement that ensures the ITA operates independently.
* Methamphetamine (D-) and its metabolites are Prohibited Substances listed in class S6. An [Unspecified Stimulant] of the 2025 Prohibited List maintained by the World Anti-Doping Agency and adopted by the UCI.
