The second race on the program of the European Championships in Ljubljana will see the men of the Under 23 category as protagonists. For them a route of 141.8 kilometers is planned, consisting of an initial straight section of 75.8 kilometers and three laps of a final circuit of 22 kilometers that will help select the candidates for the conquest of the European title. There are 139 riders at the start representing 38 nations.

Italy presents itself at the start with a formation of absolute value guided by technical commissioner Marino Amadori and composed of six riders capable of making a good showing on the international stage. Leading the Italian group will be Mattia Negrente from Vicenza (XDS Astana Development), reigning Italian champion and fresh from the success achieved last Tuesday in the Ruota d'Oro in Tuscany. Great anticipation also for Nicolas Milesi from Bergamo (Netcompany INEOS Racing Academy), fresh from the silver medal won in the world time trial in Montreal. Completing the selection are Michele Bicelli from Brescia (Biesse Carrera Premac), Roberto Capello from Asti (EF Education Aevolo), Stefano Masciarelli from Chieti (Padovani Polo Cherry Bank) and Simone Zanini from Varese (XDS Astana Development), nephew of former professional Stefano Zanini. A balanced and competitive squad, called to compete with the best of continental Under 23 cycling in a race that promises to be fast, selective and spectacular.

The pool of contenders for the European jersey is of the highest level and sees Belgium as the most anticipated nation. After the disappointment suffered at the Montreal Worlds, the spotlight is on Niels Driesen, Jasper Schoofs and Matisse Van Kerckhove, riders who have all the characteristics to play a leading role on the Slovenian roads.

Among the most feared opponents are the Spanish Hector Alvarez, silver medalist at the Montreal Under 23 World Championships, and Ñaut Urcaregui Sanz, as well as German Max Böck, already third at the Giro della Valle d'Aosta. The Dutch team is also very competitive and will be able to count on Ryan Gal, world time trial champion in Canada, and Gijs Schoonvelde, while Denmark relies on an absolute value trio composed of Kevin Biehl, Patrick Frydkjaer and Mads Landbo. Also worth following closely are Norwegian Kasper Haugland, Hungarian Barnabas Vas, a possible outsider of the race, Polish Jan Jackowiak, Portuguese Daniel Lima and Daniel Moreira, French Theophile Vassal, Swiss Nicola Zumsteg and Melk Zumstein, Slovenians Erazem Valjavec, a rider with pedigree and particularly motivated on home roads, and Anze Ravbar, without forgetting Finnish Kasper Borremans. Great Britain is absent.
