The Professional Cycling League has a workaholic at the helm. Since taking office, Congressman Roberto Pella has been proposing initiatives non-stop. The Piedmontese Pella is also very active in improving regulations in favor of cycling for all competitive categories and recreational cyclists. There are new developments after the unanimous approval by the Chamber of Deputies and the Senate of the Law of April 9, 2025 (number 9) proposed by Pella himself together with Prefect Roberto Sgalla and Eugenio Amorosa, which with amendments to Article 9 of the highway code, has contributed to changing the sports-competitive activity through a process of simplifying authorization paths making them quick and simple.
The proposal that the deputy presented on July 1, 2025 is the following: "Amendments to the highway code, pursuant to Legislative Decree of April 30, 1992, number 285, regarding the identification and circulation of bicycles and cyclist safety". The modification stems from the dual need to ensure safety for cyclists, vulnerable road users, and to enhance the use of bicycles as a tool for sports practice and health improvement. Also as a means of transportation for everyone, in addition to improving sustainable mobility. "I made the proposal - specifies Roberto Pella - as an Italian deputy, not as president of the Professional Cycling League".
In the proposed amendments, there is a section concerning the mandatory use of helmets for competitive cyclists. The obligation is also due to the use of shoes with quick-release attachments that serve the competitor but bind the lower limbs to the vehicle. The cyclist must be visible, hence the need to have rear lights even during the day, either flashing or continuous.
The article allows pedaling side by side, maximum in double file and in groups of 10 elements. So 2 per row. This behavior, already tested in other countries, ensures faster overtaking by motor vehicles. A long single-file line forces the driver to engage two lanes for a longer time instead of overtaking a group of 5 pairs of similar length to a truck. In the same perspective moves the norm to voluntarily organize training with technical escorts. Criteria and methods will be communicated later.
The last 2 articles of the Pella proposal concern the introduction of an identification code that allows easy tracing of the bike owner in case it has been illegally stolen, and the other related to sensitivity and knowledge when obtaining a driver's license. Clearly with an in-depth examination of the rules relating to the obligations of drivers towards cyclists.
To address these issues, Deputy Roberto Pella recently organized several meetings and hearings with the Ministries involved, public authorities, Mayors and Police Commanders. Important authorities from various institutional sectors participated.
Last week, Roberto Pella's staff invited all the most important Municipal Police Commanders of regional capitals via video conference, as well as the top management of the Italian Cycling Federation. They received the invitation, including President Cordiano Dagnoni, Marcello Tolu (secretary general) and Iolanda Ragosta, national councilor with a mandate for safety. As well as Carlo Moriconi, president of the Federciclismo Working Group for formulating new legislative and regulatory proposals for safety in races and on roads, who, although remotely (together with Iolanda Ragosta), did not present additional proposals.
